A masterstroke on Lula’s Brazil and on the world. Flávio, to the United States in an operation coordinated by Marco Rubio with Javier Milei’s support, as I shared with Argentine media at 8:00 PM on Tuesday, October 27, 2026.

Brazil searched for him all day Tuesday. At 10:50 p.m. he crossed into Argentina with his wife and two daughters, without any legal impediment. By 11:30 p.m. he was aboard a private flight. I broke it that morning. Today I tell you who coordinated it.

What I say: Flávio Bolsonaro left Brazil for the United States in an operation that, according to my sources, was carried out by Secretary of State Marco Rubio’s team, with President Javier Milei taking part in its coordination. I broke it Tuesday morning. That night, Argentina’s official record confirmed how he got out.

In plain words: On Sunday, Justice Alexandre de Moraes ordered Flávio to surrender his passports. On Monday he was served. On Tuesday the deadline passed, he did not hand them over, and the Federal Police canceled them. All day, no one in Brazil could say where he was. That night he crossed by land into Argentina and took off on a private plane.

The fact: Argentina’s National Immigration Directorate reported that at 10:50 p.m. on October 27, Flávio Bolsonaro, his wife and his two daughters entered over the Tancredo Neves international bridge, in Misiones, “without any legal impediment” to entering the country. At 11:30 p.m., the family boarded a private flight dispatched by Baires Fly bound for Guayaquil, Ecuador, according to the flight plan. That same day, a U.S. government official told Reuters that Flávio is on his way to the United States.

The thread, step by step: A. The order. On Sunday the 25th at night, the day of the runoff, Moraes ordered him to surrender his regular and diplomatic passports, in an alleged money laundering investigation that includes the lawyer Willer Tomaz. Both deny any wrongdoing.

B. The deadline. On Monday, the Federal Police served him the order. Flávio recorded a video, called it an attempt at intimidation, and said he would hand over the documents. On Tuesday he did not, and the Federal Police canceled the passports.

C. The exit. With his passports canceled, the door was the Mercosur border, where a Brazilian only needs a national ID card. He crossed at night, by land, and forty minutes later he was on board. The flight plan said Guayaquil, in Daniel Noboa’s Ecuador.

Scoop · My own reporting · not yet officially confirmed

I can confirm, through my own sources, that the operation that got Flávio out of Brazil was carried out by Secretary of State Marco Rubio’s team and was prepared from the moment he was ordered to surrender his passports.

I can also confirm that President Javier Milei knew, and he took part in coordinating the entire operation, together with the Trump administration. I broke it in an exclusive statement to Eduardo Feinmann, at 8:00 PM on Tuesday, October 27, 2026, before the immigration statement: “Thanks to President Milei, Flávio is alive today.”

Flávio is safe, and from the United States he will lead the resistance against Lula. Neither Washington nor Buenos Aires has publicly confirmed it. If any of this turns out to be wrong, I will correct it in this same place and at the same size.

I posted it on X:

What the record does not say: It does not say whether the plane landed in Guayaquil or where it went next. It does not say who chartered the flight. And it does not say who decided the family would cross at night, with the plane waiting.

Brazil searched for him all Tuesday. Argentina logged him at 10:50 p.m. By 11:30 p.m. he was on board.

My reading. With Operation Alba, Rubio stopped managing Brazil from a distance: now he is playing it. It hands Lula the sovereignty flag for the next four years. And with Milei in the coordination, as my sources confirm, relations between Brasília and Buenos Aires reach their tensest point. The Brazilian right keeps Congress and the largest states, but it is left without leadership inside the country. The most powerful figure still in Brazil is Tarcísio de Freitas.

President Trump confirms he will grant Flávio political asylum and Flávio will lead Brazil’s opposition toward an impeachment of Lula.

Trump, in public: “Well, I would approve.” The State Department: visas for Flávio and his family.
▶ Listen to the story in my voice

What I say: President Trump confirms he will grant Flávio Bolsonaro political asylum, and Flávio will lead Brazil’s opposition toward an impeachment of Lula.

What Trump said in public: On Tuesday the 27th, on the tarmac at Joint Base Andrews, returning from Texas, he was asked whether he approved of Flávio coming to the United States. He answered: “Well, I would approve.” He said the Bolsonaros are “fine people” and that the election was “very strange.”

What the State Department said: An official said it will issue visas to Flávio and his family and allow them to enter the United States.

I broke it: On the afternoon of Tuesday the 27th, the Brazilian outlet Metrópoles reported my post: “I can confirm that President Trump’s government authorized the granting of political asylum” to Flávio Bolsonaro in the United States.

A visa and asylum are not the same: A visa lets you in. Asylum is protection for someone who shows persecution in their own country. So far there is no public asylum decision.

342
deputies to open impeachment; right and center add up to 389
54
senators to remove Lula; the right has 48
2
different procedures: visa and asylum

The road to impeachment, in numbers: Opening an impeachment against Brazil’s president takes two thirds of the Chamber of Deputies: 342 of 513. From February 2027, the right and center add up to 389. Removing him takes two thirds of the Senate: 54 of 81. The right has 48. It is 6 senators short.

That Trump confirmed asylum and that Flávio will lead the opposition toward an impeachment of Lula is what Simón Levy states based on his sources. In public, Trump only said he would approve his arrival and the State Department spoke of visas; neither has announced asylum. Flávio Bolsonaro keeps the presumption of innocence. The caucuses are those taking office on February 1, 2027 and may change.
03Public Account 2024 · AMLO’s last year
Sources: Chamber of Deputies, 2024 Public Account report approved on October 27, 2026, reported by N+, El Congresista and 24 Horas · Superior Audit Office of the Federation · Héctor Saúl Téllez, PAN deputy, floor remarks of October 27 · Petróleos Mexicanos, annual report on Form 20-F filed with the SEC · Geopolitical Daily calculation

5,805 million pesos from AMLO’s last year left unexplained. Morena approved his Public Account with 65 billion pending.

321 votes in favor and 117 against. The federal government has not justified almost 6 billion pesos. And Taddei’s INE is in the same account.
▶ Listen to the story in my voice

In plain words: The Public Account is the government’s bank statement: what it spent every peso on in a given year. The Superior Audit Office reviews it and flags what does not add up. The Chamber of Deputies approves or rejects it. The 2024 account, López Obrador’s last year, was approved with money no one has been able to explain.

The figure: On October 27 the Chamber approved the 2024 Public Account with 321 votes from Morena, PT and PVEM, and 117 against from PAN, PRI and Movimiento Ciudadano. The report records irregularities of more than 67 billion pesos; 65,169.1 million remain pending clarification.

65,169
million pesos pending clarification
5,805
million from AMLO’s federal government
321-117
votes by which Morena and allies approved it

Who spent it: 59,363.7 million is federalized spending, carried out by states and municipalities. The other 5,805.4 million was spent directly by the Federal Public Administration.

Where, inside the federal government: According to the report, 3,723 million in the Economic Development group, 1,409 million in Social Development and 673 million in the Government group. They add up to the 5,805 million.

The agencies: PAN deputy Héctor Saúl Téllez named Pemex, the Ministry of Infrastructure, Communications and Transportation, and the health sector on the floor among the entities with the main findings.

The running total: Téllez said that, with what was detected in 2024, the López Obrador administration adds up to 99 billion pesos in unjustified irregularities, one of the highest amounts in the country’s history.

What nobody connected: In the same Public Account, Téllez flagged 66.5 million pesos of irregularities at the INE and close to one billion under observation for alleged corruption, which he tied to Guadalupe Taddei’s tenure. He called it “the tip of the iceberg.” Morena approved the account with that finding inside one day after Taddei handed in her resignation.

Geopolitical Daily calculation: 5,805.4 million over the 366 days of 2024 is 15.9 million pesos left unexplained for every day of López Obrador’s last year. And of every 100 pesos flagged in the whole account, about 97 remain unexplained.

Jurisdictional route: Pemex reports to the U.S. SEC every year on Form 20-F, so the FCPA books, records and internal controls rules apply, 15 U.S.C. §78m(b)(2). The windows are the SEC Office of the Whistleblower and the Justice Department’s FCPA Unit. The missing document is the Superior Audit Office’s individual report on Pemex for the 2024 Public Account, with audit number and amount flagged.

A Superior Audit Office finding is not a sanction or proof of a crime: it is an amount the agency must explain or repay. The agencies and public servants named keep the presumption of innocence. The agencies with the most findings, the 99 billion running total and the INE amounts are statements by Héctor Saúl Téllez on the floor. Calculations are the Geopolitical Daily’s.

Sources: HR Ratings, downgrade of Mexico’s sovereign rating to BBB with Stable outlook, October 15, 2026, and Ricardo Gallegos, deputy director general of Economic Analysis, press conference organized by México Evalúa, October 27, 2026 · México Evalúa, debt scenario analysis · Ministry of Finance, 2027 Economic Package and second quarter 2026 report · INEGI, Merchandise Trade Balance of Mexico, September 2026, reported by MVS Noticias · Geopolitical Daily calculation

Worry that debt will top 60% of GDP. It is almost four times more likely than the Finance Ministry hitting its target.

The rating agency that downgraded Mexico is asking for a change of course. And in September exports fell after nine months of gains.
▶ Listen to the story in my voice

In plain words: Debt is measured against the size of the economy. If the economy grows little and the government keeps spending more than it collects, debt rises even if nobody signs a new loan with a name on it. 60% of GDP is the line rating agencies watch.

The rating agency: On October 15 HR Ratings cut Mexico’s sovereign rating to BBB with a Stable outlook. Ricardo Gallegos, its deputy director general of Economic Analysis, said it resulted from the deterioration of the main fiscal balances and that, without a change of course, debt could exceed 60% of GDP.

The deficit that will not come down: According to HR Ratings, the broad deficit was 6% of GDP in the last year of the previous administration and would close 2026 at 4.6%: “five consecutive years above 4% of GDP.” He warned that if debt keeps rising above 57% of GDP, the outlook could change.

60%
of GDP: the line rating agencies watch
48.4%
odds of crossing it, per México Evalúa
-2.45%
exports in September versus August

The odds: México Evalúa estimates a 48.4% probability that debt exceeds 60% of GDP and only 12.4% that it stays in the range the Finance Ministry proposes. The first is almost four times more likely.

What the Finance Ministry says: Debt closed the second quarter of 2026 at 51% of GDP, 19.05 trillion pesos. The 2027 Economic Package projects it at 55% in 2027 and rising in the following years. HR Ratings noted that the Ministry itself described the path as “rising,” not stable.

Exports stumble: In September exports fell 2.45% from August, to 76,499 million dollars, after nine straight months of gains, according to INEGI. Manufacturing fell 3.26%, its first drop in ten months. The trade balance went back into deficit: 606.1 million dollars.

The thread: Debt depends on two things, the deficit and growth. The deficit has been above 4% for five years. And the engine that held up growth, exports, stalled in September. With both variables against it, the 60% line stops being a distant scenario.

Geopolitical Daily calculation: 48.4 divided by 12.4 is 3.9. For every scenario in which the Finance Ministry meets its target, there are almost four in which debt breaks 60%. From 51% in June 2026 to 60%, 9 points of GDP remain.

The probabilities are México Evalúa estimates and the debt projections come from the Finance Ministry and HR Ratings; they are not accomplished facts. Export figures are from INEGI. Calculations are the Geopolitical Daily’s.

Operation Alba: Flávio arrives in the United States.

Lula won by 4.4 million votes. Flávio Bolsonaro leaves Brazil and, according to my sources, will lead the resistance from the United States. Washington speeds up in Venezuela, Cuba and Mexico, and squeezes Brazil where it hurts most: money.
▶ Listen to the story in my voice
Plate I · The board. The red line is the next move.
Plate I · The board. The red line is the next move.

Why it was lost, how the board looks now, what Trump will do with Brazil, the next six months in Venezuela, why María Corina Machado will be president, what Marco Rubio has at stake and why Taddei’s fall opens Mexico’s 2027 election.

Lula won Brazil. He did not win the continent. Washington lost a big piece and it is not getting up from the table. It is going to speed up. And Brazil’s right lost the chair, not its strength.

What does Washington do when it loses the piece it counted as won? And what does that mean for Mexico?

Brazil was not lost at the polls. It was lost in three weeks.

Lula won with 51.79% against 48.21%. The margin was 4,430,191 votes, in a country of 158 million voters. Three weeks earlier, in the first round, Flávio Bolsonaro was ahead: 47.03 to 45.16.

What happened in those three weeks? Four things, and none of them is a mystery.

One, people who did not vote went out and voted. Abstention fell from 21.08% to 19.22%. Lula added more than ten million votes in three weeks: about three million of them in the Northeast. He won all nine states in the Northeast. Minas Gerais, where he was down by 590,000 votes, he won by 99,000.

Two, the state’s checkbook. In the middle of the campaign the government raised Bolsa Família by 15% and banned online betting by provisional measure. The opposition calls it buying votes with public money. That is why Flávio no longer asks to annul the election. He now asks to strip the Lula-Alckmin ticket of its registration for abuse of economic power.

Three, the Washington effect. The tariffs, Trump’s closeness to the Bolsonaro family and his public praise of Flávio after the first round handed Lula his best slogan: Brazil belongs to Brazilians. Analyst James Bosworth put it this way: Eduardo Bolsonaro’s lobbying for the tariffs backfired.

Four, the candidate. TIME documented Flávio’s ties to criminal figures in Rio and to banker Daniel Vorcaro, and that blunted his security message. He is presumed innocent. But in a campaign, suspicion votes too.

Then there is the extra hour. Justice Cristiano Zanin extended voting until 7 p.m. Both campaigns had asked for extensions; the order answered the request of Lula’s coalition. The head of the electoral court said it did not change the result. An independent count of the ballot-box records, not an official statistic, puts the votes cast in that window at 34,319. Flávio said they changed “the rules of the game in the middle of the game.” With a 4.4 million vote margin, the extra hour does not explain the defeat. It explains the anger.

Now what nobody is telling you.

Flávio Bolsonaro won 59,826,041 votes. His father, in 2022, won 58,206,354. Brazil’s right grew by 1.6 million votes and still lost. It did not shrink. It was one piece short.

And in Congress it won. The Bolsonaros’ Liberal Party will have 121 deputies; Lula’s PT, 70. In the Senate, 28 to 9. The right and its allies hold more than 60% of the Senate, the chamber that confirms every Supreme Court justice. Tarcísio de Freitas was re-elected in São Paulo in the first round, with about 62.7%, against Fernando Haddad. Sergio Moro will govern Paraná. Political scientist Guilherme Casarões said it plainly: Lula has his hands tied.

On Monday, October 26, the PL recognized the result proclaimed by the court. Flávio did not. He recorded a video and said: “To resist chaos, I am going to organize the opposition.” That sentence, more than the other one, is the one that matters for the next four years.

What is confirmed. A U.S. official told Reuters that Flávio Bolsonaro is on his way to the United States. He did not surrender his passports by the 11 a.m. deadline set by Justice Alexandre de Moraes, and the Federal Police canceled them. All day Tuesday, no one in Brazil could say where he was. That night, at 10:50 p.m., Argentina’s National Immigration Directorate recorded his entry over the Tancredo Neves international bridge, in Misiones, together with his wife and two daughters, “without any legal impediment.” At 11:30 p.m., the family boarded a private Baires Fly flight bound for Guayaquil, Ecuador, according to the flight plan.

I broke it early. I published it on X on the morning of October 27:

What I say: Last night Mexico's Senate passed the toughest tax lock in years and, in the same session, opened the exit door for the sector where the government itself says 86 percent of the theft happens. This is not two different administrations contradicting each other. Same administration, same week, same file.

In plain words: Companies pay income tax on profit. A company can shrink that profit by subtracting expenses, called deductions, and by subtracting losses from earlier years. Subtract enough and profit reaches zero, and so does the tax. The Senate approved a new rule, Chapter X, to cap that game. At the last minute it agreed the rule will not apply to two lines of business: car assembly plants and anyone who sells, distributes or markets gasoline and diesel under permit.

The figure: On October 27, 2026 the Senate approved the income tax reform on the floor by 78 votes to 34. In the article-by-article stage it accepted the reservation of Senator Emmanuel Reyes Carmona, chair of the Economy Committee, by 77 to 34. The reservation excludes from Chapter X automotive firms operating under a bonded-warehouse authorization to assemble and manufacture vehicles, and anyone engaged in public retail, distribution or marketing of gasoline and diesel holding the permit set out in the hydrocarbons sector law. The bill went back to the lower house.

The thread, step by step: A. The tax authority documented the problem the rule is meant to fix: of 737,000 companies that filed, 524,000 reported positive income and 60.1 percent of them paid no income tax at all. That is about 318,000 companies. The mechanism they used, per the bill, is deductions and tax losses.

B. On October 21, seven days before the vote, Energy Minister Luz Elena Gonzalez presented the 2025 fuel imbalance at the presidential press conference: 8,824 million liters, equal to 61,785 million pesos. And she broke it down by link. Marketing: 72 percent, 6,352 million liters, 44,468 million pesos. Retail outlets: 13 percent, 1,199 million liters, 8,395 million pesos. Imports: 645 million liters, 4,517 million pesos.

C. The Senate carve-out does not mention refining, transport or imports. It mentions retail, distribution and marketing. Word for word, the two links the Energy Ministry placed at the top of its own list.

Diario Geopolitico calculation. 44,468 plus 8,395 is 52,863 million pesos. Divided by 61,785, that is 85.56 percent. In liters: 6,352 plus 1,199 is 7,551 of 8,824, also 85.6 percent. The Senate exempted from the income tax lock, by name and by line of business, the two links where the government locates almost nine of every ten pesos of 2025 fuel tax fraud.

The official justification, verbatim: Senator Reyes Carmona argued the fuel exception is consistent with the hydrocarbon price stabilization strategy renewed in August 2026, and that applying the same restrictions across all economic activity could hurt competitiveness. For the assembly plants he argued they are already under a specialized customs regime, similar to that of maquiladoras, which were already exempt.

What the bill does not say: It does not say how many exempted permit holders are among the 2,205 taxpayers whose invoicing the tax authority cancelled between October 2024 and August 2026 over hydrocarbons. It does not say whether the exception applies to a current permit holder or also to a former one. It does not publish the cross-reference between the retail and distribution permit registry and the taxpayer IDs carrying accumulated tax losses. Those three things fit in one table.

The lock was passed for 318,000 companies. The key was handed to the line of business where the government itself counted 52,863 million pesos.
Jurisdictional exit. A domestic tax exemption is not a crime and is not reportable. What is reportable is the underlying conduct when it touches the United States financial system. Statutes: 18 U.S.C. § 1956(a)(2)(B)(i), international promotional money laundering, where proceeds of undeclared fuel sales move through correspondent banking; 18 U.S.C. § 1343 and § 1349, wire fraud and conspiracy, where the false invoice travels over United States servers or payments; 31 U.S.C. § 5318A, FinCEN special measures against institutions or jurisdictions of primary money laundering concern, the same route used in 2025 against three Mexican institutions; and the FEND Off Fentanyl Act authority for financial designations tied to transnational criminal organizations. Window: FinCEN, by filing and by special-measure petition; OFAC, for SDN nomination under Executive Order 14059; and the Justice Department's Money Laundering and Asset Recovery Section. The missing document to escalate: the final Chapter X text as published in the Official Gazette, cross-referenced against the energy authority's registry of retail, distribution and marketing permits and against the list of 2,205 taxpayer IDs with cancelled invoicing. All three are public or obtainable through transparency requests. With that table the file stops being a reading and becomes an exhibit.
Signal · analysis by Simón Levy
My reading. I do not claim any legislator acted to benefit a criminal network, and nothing in the bill says so. I claim three verifiable things. The government measured the theft and placed it in marketing and retail. The Senate exempted marketing and retail from the new control. And seven days passed between the two. The question for the lower house, which still holds the bill, is not political. It is arithmetic. Why is the only line of business with a measured 61,785 million peso imbalance the one that does not have to prove its losses?
Every person named retains the presumption of innocence. A legislative vote is not a crime and this piece imputes no unlawful conduct to any senator, company or permit holder. The fuel imbalance figures come from the Ministry of Energy and describe an aggregate market imbalance, not the conduct of any identified taxpayer. The 85.6 percent figure is a Diario Geopolitico calculation on official data, not a finding by any authority. The final income tax text may change in the lower house.
07Energy · Tax · The figure behind it
Sources: Ministry of Energy, Luz Elena Gonzalez, presidential press conference, October 21, 2026, reported by Politico.mx · Tax Administration Service and Finance Ministry, hearing before the lower house Finance Committee, October 8, 2026, reported by Excelsior and UnoTV · Mexico's National Customs Agency

The theft has an address: 72 percent sits in marketing.

The official breakdown exists, it is from October, and nobody read it again after the vote.
▶ Listen to the story in my voice
8,824 M
liters of imbalance in 2025
44,468 M
pesos in marketing alone, 72 percent of the total
8,395 M
pesos in retail outlets, 13 percent of the total

In plain words: More fuel enters the country than is declared and taxed. The gap between what moves and what is invoiced is fuel tax fraud. It is not a hose in a pipeline. It is an invoice.

The figure: The Ministry of Energy put the 2025 imbalance at 8,824 million liters and 61,785 million pesos. By link: marketing, 6,352 million liters and 44,468 million pesos, 72 percent of the imbalance; retail outlets, 1,199 million liters and 8,395 million pesos, 13 percent; imports, 645 million liters and 4,517 million pesos.

What the authority has already done: At the October 8 hearing before the Finance Committee, the tax authority's head of collection, Gary Flores, reported 311 billion pesos of excise tax through August 2026 against 277 billion in the same period a year earlier: 34 billion more, 8.1 percent real growth. Revenue undersecretary Carlos Lerma Cotera reported that between September 2025 and June 2026 more than 109 billion liters of undeclared hydrocarbons were detected, equal to 4,600 million pesos in value added and excise tax. The National Customs Agency found 3,109 cases of incorrect tariff classification and there are 63 proceedings against customs brokers.

The contrast: The administrative route is recovering money. The tax authority cancelled invoicing for 2,205 taxpayers between October 2024 and August 2026. That is the tool that works. Chapter X of the income tax law was the second tool, the legislative one, and it is the one just withdrawn from the same sector.

Diario Geopolitico calculation. The 61,785 million pesos of imbalance in a single year equal 169.3 million pesos a day. And they equal 3.63 percent of the 1.7 trillion pesos of net domestic borrowing the Senate authorized the same night. The country borrows 1.7 trillion for one year and fails to collect, in one year, 3.6 percent of that figure in a single market.

Jurisdictional exit. Statutes: 26 U.S.C. § 7206 and 18 U.S.C. § 1956 where the operation crosses an importer, trader or terminal with a United States nexus. Window: Customs and Border Protection compliance for the import chain, and FinCEN for the financial flow. The missing document: the 2025 imbalance broken down by permit holder, not by link. The Ministry of Energy has it, because without it the percentages it presented could not have been computed. It is obtainable through a transparency request with a statutory deadline counted in business days.
Signal · analysis by Simón Levy
My reading. The government did the measurement well. That is the good part and it should be said. What does not add up is the sequence: the theft is measured in October, the breakdown by link is published, and in the same fortnight Congress takes those links out of the control. I am not saying there was an instruction. I am saying there is no public explanation of why, and that the explanation given, price stabilization, does not require exempting tax losses. It requires a subsidy, which is a different thing and already exists.
The imbalance figures describe the aggregate market and impute no conduct to any identified permit holder. Everyone named retains the presumption of innocence. The 169.3 million per day and 3.63 percent figures are Diario Geopolitico calculations.

21.5 M

1 day
between the ruling and the Senate bill

In plain words: The Treasury filed legal appeals in fuel tax fraud investigations. Someone asked that they be thrown out at the threshold over a procedural question: who may sign on the Treasury's behalf. The Court said not yet.

The figure: On October 26, 2026 it was reported that the Supreme Court allowed the tax authority to keep its appeals in investigations over alleged fuel tax fraud, including one involving 21.5 million liters of diesel allegedly brought illegally into Mexico. The decision prevents the appeals from being dismissed at the threshold. It does not resolve the merits and it does not resolve who holds legal standing to represent the Treasury in those proceedings.

Why it matters today: This is not a loose court item. It is the third leg of the same file this week. The executive measured the theft on October 21. The judiciary kept the cases alive on October 26. The legislature exempted the sector on October 27. Three branches, six days, different directions.

The procedural question that decides the merits: If the Court ends up ruling that whoever signed lacked standing, the cases collapse through the back door without anyone debating the liters. That is the real risk and it is procedural, not political. It is worth tracking file by file.

Jurisdictional exit. Statute: 28 U.S.C. § 1782, to seek discovery in a United States federal court in aid of a foreign proceeding, including a Mexican tax proceeding where the counterparty or its bank is in the United States. Window: the district court where the witness or institution resides. The missing document: the docket number and the full ruling. Supreme Court docket lists are public and searchable by date.
Signal · analysis by Simón Levy
My reading. I welcome that the cases survive, but it does not reassure me. A case that survives on a question of legal standing is a case that can die on the same question next month. While the legislature removes tools from the tax authority and the judiciary leaves it a procedural thread, the only branch holding the file up is the administrative one, and that changes when the head of it changes.
The reported ruling is procedural and determines no liability for any person or company. Everyone involved retains the presumption of innocence. The Diario did not have the full ruling or the docket number at press time.

assumed oil price for 2027

The figure: The Senate approved the 2027 Revenue Law on October 27 by 79 votes to 34 on the floor and 75 to 34 article by article, unchanged, and sent it to the Executive. Total estimated revenue: 10,636,488.1 million pesos. Taxes: 6,263,886.8 million. Financing: 1,479,959.2 million. Shareable federal revenue: 5,722,752 million. Authorized net domestic borrowing: up to 1,700,000 million.

The assumptions: Growth of 1.5 to 2.5 percent, inflation of 3 percent at the close of 2027, an exchange rate of 18.00 pesos per dollar in December, a 6 percent policy rate and an average oil price of 61.8 dollars per barrel.

Diario Geopolitico calculation. 1,479,959.2 divided by 10,636,488.1 is 13.91 percent. One in every 7.19 pesos of 2027 revenue is not revenue. It is debt. And 1.7 trillion pesos of net domestic borrowing spread over the year is 4,657.5 million pesos of new debt per day.

The contrast nobody made on the floor: The package assumes 18.00 pesos per dollar for December 2027. The Bank of Mexico published the October 27, 2026 session close at 18.6798 and the FIX rate at 18.6525. The assumption is already 3.78 percent below the market, fourteen months before the date it refers to. That is not an error. It is an assumption. But an optimistic exchange rate assumption in a revenue law with 13.9 percent financing is not neutral, because external debt and debt service are paid at the real rate, not the assumed one.

What they said: Cuauhtemoc Ochoa, of Morena, argued the measures keep public finances sound and fund pensions, scholarships, health and infrastructure. Carolina Viggiano, of the PRI, said they are not against debt but asked that it go to growth. Jose Maximo Garcia, of the PAN, questioned the growth forecasts. Alejandra Barrales, of Movimiento Ciudadano, announced a vote against over tax burdens and fee increases.

Jurisdictional exit. Statutes: Rule 10b-5 of the Securities Exchange Act and 17 C.F.R. § 229.303 on management's discussion and analysis, for issuers with Mexican sovereign or quasi-sovereign debt placed under a United States prospectus, where the macroeconomic assumptions used in the offering diverge from those published. Window: the Securities and Exchange Commission's Office of the Whistleblower. The missing document: the final approved 2027 General Economic Policy Criteria, to fix in writing the exchange rate and oil assumptions under which the year's debt will be placed.
Signal · analysis by Simón Levy
My reading. Public debate goes to the size of the debt and stops there every time. The number that matters is the proportion. Thirteen point nine percent financing means next year's budget depends on markets continuing to lend at the assumed 6 percent. If the long bond does not fall, the adjustment is not debated on the floor. It arrives on its own, mid-year, through spending.
The revenue figures are those approved by the Senate on October 27, 2026 per the cited coverage. Macroeconomic assumptions may be revised. The 13.91 percent and 3.78 percent figures are Diario Geopolitico calculations on official data.

300 M
pesos, the cap removed for fine and surcharge relief

The figure: The 2027 Federal Fees Law raises the charge paid by foreign visitors entering Mexico from 983 to 1,158 pesos, with adjustments also to health-regulator fees. In the tax regularization package, the 300 million peso income cap on access to reductions of fines and surcharges was removed, which reaches large taxpayers.

Diario Geopolitico calculation. From 983 to 1,158 pesos is 175 pesos more, a 17.80 percent increase. In the same instrument, the taxpayer with more than 300 million pesos of income moves from being excluded from fine and surcharge relief to being able to request it.

The thread: A fees law is a price list. On this list, the price that rises in a measured, automatic way is the one paid by someone who does not vote here and cannot complain in the lower house. The price that falls, because relief on fines and surcharges is a price that falls, belongs to the taxpayer with the most litigation capacity. Neither is illegal. Both are in the same document.

The rest that passed and nobody read: In the simplified trust regime, the income ceiling for companies to file there rises from 35 to 50 million pesos a year. In farming, forestry and fishing activity, the exempt threshold rises from 900,000 to 1 million pesos.

Jurisdictional exit. This piece imputes no unlawful conduct and therefore carries no associated filing. The route is administrative and comparative: reference statute, article 69 of the Federal Fiscal Code on publicity of taxpayers granted benefits. Window: the National Transparency Platform. The missing document: the list of taxpayers obtaining fine and surcharge relief under the new rule, with amount and fiscal year. If the benefit is general, publishing it harms no one.
Signal · analysis by Simón Levy
My reading. I care less about the amount than about the asymmetry. When the state needs money, the increase it applies first is the one with nobody to defend it. And when it concedes, it concedes where there is a lawyer. This is not malice. It is the path of least political resistance. But when that path repeats law after law, it stops being an accident and becomes the design.
The figures correspond to the 2027 Federal Fees Law approved by the Senate on October 27, 2026 per the cited coverage. The final text will be known upon publication in the Official Gazette. The 17.80 percent figure is a Diario Geopolitico calculation.

spread between the Mexican and United States 10-year bonds

The figure: The Bank of Mexico published the October 27, 2026 FIX rate at 18.6525 pesos per dollar and the session-close rate at 18.6798. Informational cross rates the same day: euro at 20.7882, Japanese yen at 0.1182 and Canadian dollar at 13.2890 pesos. During the session, with the market awaiting the Federal Reserve decision, the peso gave up around half a percentage point. The Mexican 10-year bond traded at 9.36 percent and the United States 10-year Treasury at 4.99 percent.

Diario Geopolitico calculation. 9.36 minus 4.99 is 4.37 percentage points, 437 basis points of sovereign spread at ten years. And the 2027 package assumption of 18.00 pesos per dollar sits 3.78 percent below yesterday's session close.

Why a founder should care: The 437 basis point spread is the price of ten-year money in Mexico against the safe haven. Every peso business lending rate is built on top of that reference. If the long bond does not fall, the cost of capital for a Mexican company does not fall, however much the central bank policy rate moves. That decides whether a ten-year investment happens here or somewhere else.

Jurisdictional exit. Not applicable: market item with no allegation of conduct. Reference document: the Bank of Mexico FIX and session-close series, public and downloadable by date in the Economic Information System.
Signal · analysis by Simón Levy
My reading. The easy headline is the day's quote, and it is the least useful. The number that changes the life of someone deciding on a plant or a round is the ten-year spread, because it does not move with a press conference. There, 437 basis points say the market still charges a high price for long-term Mexican risk, in a year when the fiscal package borrows 13.9 percent of its revenue.
The FIX and session-close rates are official Bank of Mexico data as of October 27, 2026. The 10-year bond levels are intraday market quotes from the same day and may vary. The 437 basis point spread is a Diario Geopolitico calculation.

The news, with a date: On October 27, 2026, Nature Aging carried the first integrated atlas of human endothelial cell aging, the layer lining the inside of every artery, vein and capillary. It is authored by Sarah Dobner with the Laura de Rooij group at CeMM, of the Austrian Academy of Sciences. They integrated 34 prior studies: more than 375,000 cells, 290 samples and 12 human tissues classified as healthy.

What is proven in humans: In vein endothelial cells from older people, the activity of several genes tied to new vessel formation fell. In several tissues, the activity of genes linked to inflammation and cellular senescence rose. Genes responding to mechanical force also changed: in skin, the YAP protein appeared more often in the nucleus of endothelial cells from older donors. The central conclusion, in the first author's words, is that endothelial aging does not look the same across the vascular system.

What is proven only in the lab or in animals: To support the link to senescence, the authors used cultured cells and accelerated-aging mouse models. That part is not human evidence. A set of p21-linked genes is associated with senescence, but it cannot distinguish a permanently senescent cell from one merely responding to stress.

What has no FDA approval: None of this work is a treatment. It is a descriptive map, not an intervention. No drug or peptide is approved to reverse vascular aging. The peptides sold on that argument remain unapproved: BPC-157, TB-500, KPV, MOTS-c, epitalon and semax are not approved by the United States Food and Drug Administration. On July 23, 2026 that agency's compounding advisory committee voted 8 to 6 to recommend BPC-157 and KPV for the 503A list; agency staff recommended against and the agency has not decided.

The limits the authors themselves note: The study compares people of different ages rather than following the same people over time. And lifestyle and medical history information on donors is incomplete. That means the atlas describes age-associated differences, not proven causes.

What you can actually do with this today: Nothing to buy. Everything to measure. If vascular decline is tissue-specific and starts on the venous side, the markers that already exist and are already measured in blood, such as high-sensitivity C-reactive protein, a lipid panel with apolipoprotein B, and properly taken blood pressure, remain the only ones with demonstrated clinical use. Measure them with your doctor and compare them against your own earlier result, not against anyone else's.

What nobody linked · Layer 4 · Edition No. 210
The government measured where the theft is and Congress exempted exactly that place, six days later.
Diario Geopolitico calculation on Ministry of Energy figures of October 21, 2026.

The cross-reference. Two official documents, six days apart, and nobody put them on the same page. On October 21 the Ministry of Energy presented the 2025 fuel imbalance at the presidential press conference, broken down by link in the chain. On October 27 the Senate approved the new Chapter X of the income tax law and accepted a reservation excluding from that chapter anyone engaged in public retail, distribution or marketing of gasoline and diesel under permit.

The arithmetic nobody published. In the Energy breakdown, marketing is worth 44,468 million pesos and 6,352 million liters. Retail outlets are worth 8,395 million pesos and 1,199 million liters. Added: 52,863 million pesos of the 61,785 million total, and 7,551 million liters of the 8,824 million total. Both calculations give the same answer: 85.6 percent. The Senate carve-out does not cover refining, transport or imports. It covers, in the same three words used in the official statement, the two links holding 85.6 percent of the imbalance the executive measured.

The third branch, in between. On October 26, one day before the vote, the Supreme Court allowed the tax authority to keep its appeals alive in alleged fuel tax fraud investigations, including one over 21.5 million liters of diesel. The executive measured on the 21st. The judiciary held on the 26th. The legislature exempted on the 27th. Six days, three branches, three directions.

Why the official justification does not hold. The senator who filed the reservation argued consistency with the hydrocarbon price stabilization strategy renewed in August 2026. But stabilizing a price is done with an excise tax credit, which already exists and is already applied. It does not require exempting a line of business from proving its deductions and losses. These are two different instruments with two different effects, and the second does not lower the price of gasoline by a single cent.

The document that closes the file, and it is obtainable. Three tables. One: the 2025 imbalance broken down by permit holder rather than by link, which the Ministry of Energy necessarily holds because without it its own percentages could not have been computed. Two: the current registry of retail, distribution and marketing permits. Three: the list of 2,205 taxpayer IDs with invoicing cancelled between October 2024 and August 2026. Crossing those three tables says, by name, how many of the exempted were already flagged. All three are obtainable through the National Transparency Platform, cost nothing, and carry a statutory deadline counted in business days. While the bill sits in the lower house, that cross-reference is legislative material, not history.

Own calculations: 44,468 + 8,395 = 52,863 M pesos. 52,863 / 61,785 = 85.56%. 6,352 + 1,199 = 7,551 million liters. 7,551 / 8,824 = 85.57%. 61,785 / 365 = 169.3 M pesos per day. 61,785 / 1,700,000 = 3.63% of net domestic borrowing authorized for 2027. Every person and company named retains the presumption of innocence. A legislative vote is not a crime. The cross-reference is Diario Geopolitico analysis, not a finding by any authority.
