The authority that will run Mexico's 2027 election now has a criminal complaint. And the President says that authority was never hers: «Lorenzo Córdova and Ciro Murayama approved Taddei».
Three days, three blows. The resignation was formalized on October 26. On the 27th the criminal complaint reached the attorney general and fifteen INE officials went under internal investigation. On the 28th the President distanced herself at her morning press conference. Today I give you the supplier arithmetic nobody ran, and the trade number nobody read.

What happened: Flávio Bolsonaro landed on the morning of Wednesday, October 28, at Miami-Opa-locka Executive Airport, with his wife and two daughters. The plane took off from Ecuador.
The press conference: Commentator Paulo Figueiredo said on CNN Brasil that Flávio will meet reporters in Miami on Thursday afternoon, the 29th. His team will give the place and time.
What he said: In a statement he presented himself as the “true president-elect of Brazil.” He thanked Javier Milei for his “courage, his sense of justice and of legality,” and Donald Trump for receiving him. And he wrote: “I did not flee Brazil, I left for Brazil.”

Which papers he used: CBS News Miami learned he traveled on an Italian passport. O Globo, citing Customs and Border Protection records, reports he entered on his diplomatic passport, the one Justice Alexandre de Moraes ordered canceled. The two accounts do not match.
His status: According to Metrópoles and Folha de S. Paulo, he received temporary permission to stay on humanitarian grounds. That is not asylum.
What I say:I said it live: Javier Milei had everything to do with Flávio Bolsonaro’s rescue, and five hours would not pass. Today Flávio thanks Milei by name.
Flávio Bolsonaro keeps the presumption of innocence; he is under investigation in Brazil for alleged corruption, money laundering and tax evasion. The accounts of his passport come from CBS News Miami and O Globo and do not match. The humanitarian permission is a report by Metrópoles and Folha de S. Paulo, with no public document.

Refining under the 4T lost 1.4 trillion pesos. That is 80% of Pemex’s losses.
Refining cost Pemex more than anything else under López Obrador. The analysis is from the Citizen Energy Observatory.
▶ Listen to the story in my voice
In plain words: Pemex pumps oil and sends part of it to its refineries to make gasoline and diesel. If refining costs more than it brings in, every barrel processed is money lost.
The figure: According to Francisco Barnés de Castro’s analysis for the Citizen Energy Observatory, Pemex Industrial Transformation, the unit that runs the refineries, accumulated losses of 1.4 trillion pesos between 2019 and 2024. That is about 80% of all of Pemex’s losses in that period.
1.4

640
million pesos a day, on average
The background: In 2014 Pemex’s board cut the crude it sent to refining to stop losses. Refining losses fell from 113.8 billion to 55.8 billion pesos, almost by half.
The decision of the administration: The government set a goal of processing 1.2 million barrels a day. Output of gasoline, diesel and jet fuel averaged 17% less than under Felipe Calderón, and fuel oil rose 27%.
Why: Crude heavier than the plants can handle, inadequate catalysts, deferred maintenance and a budget concentrated on Dos Bocas and the Tula coker.
Geopolitical Daily calculation: 1.4 trillion over six years is about 233 billion pesos a year: 640 million pesos lost every day.
Jurisdictional route: Pemex reports to the U.S. SEC every year on Form 20-F, so the FCPA books, records and internal controls rules apply, 15 U.S.C. §78m(b)(2). The window is the SEC Office of the Whistleblower. The missing document is the breakdown of refining losses by refinery, Dos Bocas included.
Loss figures are from the Citizen Energy Observatory analysis; the daily calculation is the Geopolitical Daily’s. An accounting loss is not in itself a crime.

9.2%
share one supplier retained out of the 184 million it billed, Geopolitical Daily calculation
In plain words: The person who presided over the body that counts Mexico's votes resigned on October 26. One day later a party filed a criminal complaint against her. Two days later the President said at her press conference that this councilor did not come in with her party. Meanwhile the institute's own internal control office opened proceedings against fifteen of its officials and the financial authority froze the accounts of two of its suppliers. The country heads into a federal election in 2027 with its referee cut open.
The number: The federal audit office opened an own motion investigation on October 23, 2026 and on October 24 confirmed 514 million pesos in irregularities in INE contracts. On October 26 the Chamber of Deputies received Guadalupe Taddei's resignation letter. On the 27th the Partido Acción Nacional filed a complaint with the attorney general over six alleged offenses, and the INE Internal Control Office had fifteen officials under proceedings. Blanca Cruz was named provisional presiding councilor the same day. On the 28th, at the presidential press conference, Claudia Sheinbaum denied any link to her party and attributed Taddei's arrival at the Sonora state electoral institute to approval by Lorenzo Córdova and Ciro Murayama.
The thread, step by step:A. The audit. The audit office moves on October 23 and within twenty four hours puts a number on what it is reviewing: 514 million pesos.
B. The resignation. Formalized before the lower house on the 26th. Ricardo Monreal estimated the permanent replacement will take four to five weeks, leaving the institute with a provisional presidency into December.
C. The complaint. On the 27th a party takes it to the attorney general. A complaint is an accusation, not a verdict.
D. The disavowal. On the 28th the President separates her party from the case and sends responsibility for the original appointment to two former councilors who no longer sit at the INE. That same day she called for the institute to be audited.
Our calculation, the one nobody published: In the supplier breakdown documented from the audit office review, Corporativo Zeg appears with five registered employees and INE contracts worth 184 million pesos. Two divisions nobody ran. First: 184 million across five employees is 36.8 million pesos billed per employee. Second, and this is the one that matters: out of those 184 million, the firm transferred 167 million to four other companies. That is 90.8 percent out and 9.2 percent retained, roughly 17 million pesos. A company that moves nine of every ten pesos it receives is not a supplier, it is a toll booth. And the pattern does not start at the INE: the same corporate name the audit office links to the federal 514 million had already collected 46,879,000 pesos in Sonora and 33,881,653 pesos in Chihuahua, and the other supplier 32,426,000 pesos in Oaxaca in 2024. Prior state total, never presented together: 113,186,653 pesos. The federal file is the last chapter of a route that began in the states.
The jurisdictional exit: If any of those payments was converted into dollars or passed through a United States correspondent account, the applicable statute is 18 U.S.C. §1956(a)(2), international transportation of funds from unlawful activity, and the records are obtained under 31 U.S.C. §5318(k)(3)(B), the correspondent account subpoena. For officials, the window is not criminal: it is Section 7031(c) of the Department of State appropriations act, visa ineligibility for significant corruption by foreign officials and their immediate family members, and Executive Order 13818, Global Magnitsky, administered by OFAC. Concrete windows: the State Department Bureau of International Narcotics and Law Enforcement, the Office of Foreign Assets Control and the Justice Department money laundering section. The document missing to escalate: the complete file of the audit office own motion investigation, the Financial Intelligence Unit blocking orders detailing the four companies that received the 167 million, and the bank statement showing whether any of those pesos was converted into dollars at a bank with a United States presence. Without that third paper the case stays in Mexico.
My reading: The October 28 disavowal is politically correct and legally irrelevant. Who approved an appointment in Sonora in 2014 does not change who signed federal contracts in 2025. What does change everything is the calendar: the INE has to start contracting materials for the 2027 election within months, and it will do so with a provisional presidency, fifteen officials under investigation and its historic suppliers frozen. That is the real story. Nobody has yet explained who will sign those contracts or under what controls.
Analysis and opinion by Simón Levy. Not a confirmed fact and not a determination by any authority. The documents cited do not establish any person's guilt.
CAVEATS: Every person named retains the presumption of innocence. A resignation is not an admission. A complaint is a private accusation, not a verdict. Neither an audit office own motion investigation nor an internal control proceeding determines criminal liability. Guadalupe Taddei has called the allegations political attacks and has denied favoring any company. No authority has issued a ruling in this case.
If what is happening at the electoral authority worries you, the counterweight is not a tweet. It is registering and getting connected to your municipality:https://mexico2030.com/registro
07Layer 1 · Presidency · Public procurement
Sources: Press conference of President Claudia Sheinbaum, October 28, 2026 · Auditoría Superior de la Federación, findings of October 24, 2026 · Talleres Gráficos de México, a decentralized public body under the Interior Ministry · Infobae and Milenio, October 28, 2026
The official answer to the electoral contracts case is to print in house. The President proposed that the state printer produce election materials and that the contracts be reviewed.
She proposed stopping what she called electoral middlemen. The problem is that a state printing house audits nobody.
▶ Listen to the story in my voice
In plain words: The government says that if the state prints the ballots and the election paperwork, the middlemen lose the business. That sounds reasonable. But changing supplier is not the same as auditing the previous one.
The number: At the October 28, 2026 press conference the President proposed strengthening Talleres Gráficos de México, a decentralized body under the Interior Ministry, so it can produce electoral material, and proposed reviewing the INE paper contracts. She said it four days after the federal audit office put a number on the irregularities: 514 million pesos.
The thread:A. The INE buys through tenders and direct awards. B. When a tender is declared void, direct award is wide open. C. If production moves to an executive branch body, the purchase stops being a tender run by the referee and becomes a transfer between public entities, with less competition and with the executive as supplier to the body that counts its votes. That is the cost the proposal does not mention.
The contrast, because an official figure never stands alone: If the argument is that middlemen raise prices, then the missing number is the compared unit price. Neither the presidency nor the INE has published the per piece cost of a ballot printed by a private firm against the per piece cost at the state printer. Without that number the proposal is an assertion, not a public policy. And the promised saving cannot be verified.
The jurisdictional exit: On the Mexican side the window is the federal transparency law and the National Anticorruption System, with the audit office as the review body. On the foreign side the statute to watch is the Foreign Corrupt Practices Act, 15 U.S.C. §78dd-1 and §78dd-3: it reaches issuers listed in the United States and any person committing an act in United States territory in furtherance of an improper payment to a foreign official. If any input, personalization equipment or card substrate for the voter ID comes from a supplier headquartered or listed in the United States, the window is the Justice Department FCPA Unit and the SEC Division of Enforcement. The document missing: the award file for the voter ID contract and that contract's supply chain with the country of origin of each input. Without the supply chain there is no United States nexus, and without a nexus there is no jurisdiction.
My reading: This is not procurement reform, it is a change of window. The question no reporter asked on October 28 is who audits the state printer, how often, and what happens when the body printing the ballots depends on the same branch of power competing for the votes.

Mexico exported more than ever in September and still imported more. 77,796.6 million dollars of exports and a 606.1 million deficit in the same month.
The jump does not come from cars. It comes from something nobody has named.
▶ Listen to the story in my voice
Geopolitical Daily chart on INEGI bulletin 638/26, October 27, 2026.
37.9%
annual growth in total exports in September 2026
5.7%
annual growth in automotive exports that same month
53.1%
growth in non automotive manufacturing, Geopolitical Daily calculation
In plain words: In September Mexico sold abroad the highest amount in its history and at the same time bought even more. The month ended in deficit. And when you open the data by sector, the car, which was always the engine, barely moved. Something else is pushing.
The number, from the INEGI bulletin: Total September 2026 exports, 77,796.6 million dollars, up 37.9 percent year on year. Imports, 78,402.7 million, up 33.1 percent. Monthly balance, a deficit of 606.1 million dollars. January to September, 627,194.2 million dollars exported, 30.4 percent above the same period a year earlier. Oil, 1,803.2 million, up 9.6 percent. Non oil, 75,993.4 million, up 38.8 percent. Manufacturing, 72,772.9 million, up 39.0 percent. Automotive, 16,434.1 million, up 5.7 percent.
Our calculation, the one nobody ran: If total manufacturing grew 39.0 percent and automotive only 5.7, non automotive manufacturing had to grow far more. The math: September manufacturing of 72,772.9 million minus automotive of 16,434.1 gives 56,338.8 million non automotive. For the same month a year earlier: 72,772.9 divided by 1.390 gives 52,354.6 of total manufacturing, and 16,434.1 divided by 1.057 gives 15,548.8 of automotive, leaving 36,805.8 million non automotive. Growth is 53.1 percent. Put another way: manufacturing that is not a car grew nine times faster than manufacturing that is, and it is what explains the record. That number appeared in no bulletin and no story on October 27 or 28.
Why it matters to a founder: A 53 percent jump in a year in non automotive manufacturing is not new plant capacity. Plants are not built in twelve months. It is reclassification, it is merchandise in transit, or it is a product that entered the country and left with a Mexican label. Any of the three is both an opportunity and a regulatory risk. And all three are investigated on the United States side, not the Mexican one.
The jurisdictional exit: The statute is 19 U.S.C. §1592, penalties for false statements or material omissions to United States customs, including declared origin. The complaint mechanism is the Enforce and Protect Act, 19 U.S.C. §1517, which lets an interested party ask Customs to investigate duty evasion, with mandatory response deadlines. The window is the Trade Remedy Law Enforcement Directorate at U.S. Customs and Border Protection, and for Section 301 measures, the Office of the United States Trade Representative. The document missing: the country of origin detail of the inputs Mexico imported that same month, by tariff line. INEGI publishes imports by type of good, not origin to re export traceability. Without that cross you cannot assert transshipment, only flag it as the hypothesis that explains the number.
My reading: This is the most important number of the day and it came out in a bulletin nobody read all the way through. A record export month with a deficit in the same month and flat automotive is not good news in disguise, it is a sign that the composition of Mexican trade is shifting very fast and in a direction United States authorities watch closely.
Analysis and opinion by Simón Levy on official figures. The re export hypothesis is a reading, not an established fact.

Sources: Board of Governors of the Federal Reserve System, FOMC statement of October 28, 2026 · Banco de México, closing quote of October 28, 2026 · La Jornada and El Economista, October 28, 2026
The Fed did not move and two governors wanted a hike. The peso closed at 18.62 reading the exact opposite.
The market celebrated a soft stance. The statement says both dissents asked for an increase.
▶ Listen to the story in my voice
In plain words: The United States central bank decided on October 28 to leave its rate unchanged. Inside the committee two of twelve voted against. Not because they wanted a cut. Because they wanted a hike. In Mexico it was read as a soft signal and the peso strengthened. Both readings cannot be right.
The number: The FOMC held the federal funds target range at 3.75 to 4.00 percent. The vote was 10 to 2. The dissenters were Lisa D. Cook and Beth M. Hammack, and the statement notes that both preferred raising the range by a quarter percentage point at this meeting. The committee maintains its policy of ample reserves in the banking system. The Mexican peso closed the October 28 session around 18.62 per dollar, a gain of 0.28 percent.
The thread:A. A pause with dissents in favor of a hike is not a soft pause, it is an uncomfortable tie. B. If a third voter joins those two at the next meeting, the cycle turns. C. For Mexico, a United States rate that does not fall sustains the carry that has kept the peso strong, and at the same time keeps dollar debt expensive for any Mexican company refinancing in 2027. Both things at once.
What this does to you as a founder: If you have a dollar line, your cost is not coming down this quarter. If you are raising in the United States, the investor's opportunity cost stays high. And if your model assumed Fed cuts through 2027, rebuild it with a flat range as the base case and a hike as the risk scenario, not as a remote one.
The jurisdictional exit: The mandate sits in 12 U.S.C. §225a, the dual mandate of maximum employment and stable prices, and the operating mechanics in the Implementation Note that accompanies the statement. The documentary window is the Board of Governors of the Federal Reserve System. The document missing: the minutes of the October 27 and 28 meeting, published three weeks after the decision, the only record that will show how many more participants sat close to the hike position. Until those minutes are out, anyone telling you the Fed turned soft is reading the price, not the record.
My reading: The peso did not strengthen because of the Fed. It strengthened on rate differential and flow, and the October 28 statement is, if anything, an argument against that strength over the medium term. When two governors sign that rates should go up, the risk asymmetry for the peso stopped pointing at a weaker dollar.

Source: United States Department of Justice, U.S. Attorney's Office for the Middle District of Tennessee, release of October 28, 2026. Indictment returned October 21, 2026 and unsealed October 27, 2026
The indictment says an «Office» in Mexico ran the network. Twenty four defendants in Tennessee, 500 kilos of methamphetamine and 20 of fentanyl.
Thirty three counts. And the proceeds, according to the indictment, went to people in Mexico.
▶ Listen to the story in my voice
In plain words: A United States federal prosecutor charged twenty four people with running a drug distribution network in middle Tennessee. The document says the network took direction from people in Mexico they called «the Office», and that the money went back to Mexico. None of the charged people is described as based in Mexico.
The number: The indictment, returned on October 21, 2026 and unsealed on the 27th, contains 33 counts against 24 people for conspiracy to distribute and possess with intent to distribute 50 grams or more of methamphetamine, 400 grams or more of fentanyl, five kilograms or more of cocaine, and quantities of heroin and marijuana. Nine people also face individual drug trafficking and firearm charges. The investigation seized roughly 500 kilograms of methamphetamine, 20 kilograms of fentanyl, 60 kilograms of cocaine, more than 375,000 dollars in cash, five vehicles and multiple firearms. The United States Attorney is Braden H. Boucek, Middle District of Tennessee. The FBI, DEA, IRS Criminal Investigation, Postal Inspection Service, Homeland Security Investigations, Secret Service and the Tennessee Bureau of Investigation took part.
The thread, and here is the angle:A. Twenty kilos of fentanyl is not local consumption, it is regional supply. B. The release says laundered proceeds went to people in Mexico, but does not name them. C. That means the Mexican side of this network is identified in the file and not charged. That gap between identified and charged is exactly where OFAC designations and later indictments get built.
The jurisdictional exit: The conspiracy statutes are 21 U.S.C. §846 and §841(b)(1)(A); the firearm counts, 18 U.S.C. §924(c); and the money trail is pursued under 18 U.S.C. §1956 and §1957. For the uncharged Mexican side, the administrative window is OFAC under Executive Order 14059, sanctions on international drug trafficking actors, which requires no criminal conviction. Windows: the U.S. Attorney's Office for the Middle District of Tennessee, Homeland Security Investigations in Nashville and the Treasury Office of Foreign Assets Control. The document missing: the forfeiture allegations in the indictment and the identification of the Mexican recipients of the more than 375,000 dollars. That section is what turns a Tennessee narcotics case into a financial file with names in Mexico.
My reading: The pattern repeats and it is worth naming. The indictment lands on the United States side, the seizure lands on the United States side, and the node that directs and receives stays on the Mexican side, described but unnamed. While that asymmetry holds, every case like this is half an investigation.
Analysis and opinion by Simón Levy. An indictment is an accusation, not a conviction. Every defendant is presumed innocent until proven guilty at trial.

Sources: United States Department of Health and Human Services, announcement of October 28, 2026, reported by ABC News on October 28, 2026 at 18:06 · FDA compounding advisory committee vote of July 23, 2026, 8 to 6, with FDA staff recommending against · FDA, 2023 classification of 19 peptides as not suitable for compounding
Six peptides will be available by prescription in the United States. And the government itself says that is not FDA approval.
BPC-157, TB-500, epitalon, MOTS-c, KPV and semax. Prescriptions yes. Human efficacy evidence, no.
▶ Listen to the story in my voice
In plain words: Until now these six peptides circulated in a gray market. On October 28 the United States government said compounding pharmacies will be able to prepare them with an individual prescription. That does not mean they work. The announcement itself says so in those words.
The number: On October 28, 2026 the Department of Health and Human Services announced it will temporarily allow compounding pharmacies to make available, by prescription, six peptides: BPC-157, TB-500, epitalon, MOTS-c, KPV and semax. The policy requires patient specific prescriptions, traceable ingredients, quality testing and safety reporting. The department's own statement says the policy «does not grant FDA approval or establish clinical safety and effectiveness». In July 2026 an independent FDA advisory panel recommended these six for the 503A bulks list of ingredients for individualized compounding; for BPC-157 and KPV the vote was 8 to 6 on July 23, 2026 and FDA staff recommended against. In 2023 the FDA had classified 19 peptides as not suitable for compounding.
The three levels, and they should not be mixed:
1. Proven in humans in a published clinical trial: none of the six. There are no published clinical trials showing these six peptides are effective in humans for any condition.
2. Proven only in animals or in the lab: that is where most of the cited evidence sits for BPC-157 and TB-500 on tissue repair, and for MOTS-c and epitalon on aging markers. This is preclinical data. A result in a rodent is not a result in a person.
3. Without FDA approval: all six. None is an approved drug. A pharmacy being able to compound it by prescription is not approval, and the announced policy is temporary.
What actually changes: Traceability changes. A peptide compounded by a regulated pharmacy, with an identifiable ingredient and mandatory safety reporting, is not the same as a vial bought online with no chain of custody. The department framed the measure as confronting the risks of black market peptides. That is a control improvement, not proof of benefit.
What to ask your doctor if this interests you: what the specific indication is, what human evidence exists for that indication, which pharmacy the ingredient comes from and with what certificate of analysis, and how any adverse effect will be reported. If someone offers you a protocol without answering those four, it is not preventive medicine.
My reading: This is a regulatory policy decision, not a scientific finding. What matters for an adult who wants to age well is not that the peptide becomes accessible, it is that for the first time there will be a record of who compounds it and what effects get reported. In two or three years that record will be the first real human database on these molecules.

What nobody connected · Layer 4 · Edition No. 211
Mexico broke its export record and cars barely moved. What grew 53.1 percent is something else, and nobody named it.
The cross. One document, published on October 27, 2026, and three lines nobody put on the same page. INEGI bulletin 638/26 reports September manufacturing exports up 39.0 percent year on year. In the same table, automotive exports grew 5.7 percent. Automotive is 22.6 percent of exported manufacturing. If the whole runs at 39 and the big piece runs at 5.7, the rest has to run far faster.
The arithmetic nobody published. Total September 2026 manufacturing: 72,772.9 million dollars. Automotive: 16,434.1 million. Difference: 56,338.8 million non automotive. To rebuild the same month a year earlier you solve with the bulletin's own rates: 72,772.9 divided by 1.390 gives 52,354.6 of total manufacturing, and 16,434.1 divided by 1.057 gives 15,548.8 of automotive. The prior year difference is 36,805.8 million non automotive. From 36,805.8 to 56,338.8 is 53.1 percent growth in twelve months. Nine times the automotive pace. Nobody said it on October 27 or 28.
Why this is news and not statistics. A manufacturing plant does not get built in twelve months. Fifty three percent annual growth on a 56 billion dollar block is not new installed capacity. Only three explanations are possible: tariff line reclassification, merchandise transiting in and out, or substitution of a sanctioned origin for a Mexican one. All three are reviewed on the United States side with the same tools: 19 U.S.C. §1592 and a petition under the Enforce and Protect Act, 19 U.S.C. §1517, before Customs and Border Protection's Trade Remedy Law Enforcement Directorate. And a fourth number sharpens the suspicion: the record month closed with a 606.1 million dollar deficit. Exports at an all time high and imports still higher. That is what happens when value comes in to go back out.
